Update: If you get a “Failure performing first time setup, report this” when booting the game, it’s because you need to have the most updated version of PortMaster installed on your device for this to work. From there, run the install script of one of the following games within PortMaster: Timespinner, Owlboy, or Stardew Valley. This will install a mono package that is necessary for TMNT to initialize. You don’t need to actually install those ports onto your device, but the process will allow TMNT to work properly. This isn’t shown in the video, sorry about that — I didn’t realize it was necessary since I already had the mono package installed on my devices. Full explanation and links to the mono package (if you want to manually install it instead of via PortMaster) have been added to my written guide.
